The Gunners head to the Etihad Stadium on Saturday lunchtime looking to extend their lead at the top of the Barclays Premier League, and could go nine points clear of City with a win.
Arsenal were able to smash their transfer record on deadline day with the £43million signing of Mesut Ozil from Real Madrid, but that spending was already way behind the outlay of new City boss Manuel Pellegrini.
The Chilean has invested almost double that on five players since taking over in the summer including Brazilian midfielder Fernandinho from Shakhtar Donetsk and striker Alvaro Negredo from Sevilla - all bankrolled by Abu Dhabi-based billionaire Sheikh Mansour.
Wenger, though, is more than happy with the group he has assembled and indicated should the north London club want to move into the January market, they would have plenty of cash reserves to do so.
"City have a very strong squad, I don't deny that. I look at my squad and I don't envy them," he said.
"What is important is how well you play together - and on that front, I think we have done very well since the start of the season."
Wenger added: "Man City have gone a different way. I believe what our policy shows is that we have consistency in our attitude, consistency in our results - and that the way we see the game brings you consistency and spirit.
"After that, to win the Premier League today, you need the exceptional quality that most of the time you have to bring in from outside.
"For years, we were restricted with our finances.
"We have still the same plan and we respect our income and expenses - but we have better, stronger resources."
