Quite why they have waited until now to take this action I don't know, but here's their statement:
"Arsenal's Dennis Bergkamp has today been charged with improper conduct (breach of FA Rule E1) for an incident involving Lee Bowyer in the Arsenal v West Ham United match at Highbury on 20th January 2003. He has 14 days to respond to the charge."
